Singing River (1169) Chapter
This Chapter was first chartered by NARCE (National Association of Retired Civil Employees) on 10 March 1971, after petition on 20 August 1970 by 23 retired federal employees (see list). Officers were elected by the membership at the formation meeting (see list). The NARCE Field Director notified National HQ of the formation (see ltr] and announced the first regular meeting of 14 January 1971 for installation of Officers. Evidently, HQ sent a letter dated 6 Jan 1971 (which I don't have) asking for an updated membership list. The Chapter responded on 21 Jan 1971 (see ltr] with a list of 39 people (see encl], some of who were to be transferred from the Biloxi Chapter
The Chapter's Constitution was drafted from the standard form suggested by NARCE (see page 1 and page 2]. The Bylaws came from the same source (see page 1 and page 2].
The details of Chapter operation subsequent to being chartered is unknown except for the list of Officers most years [see 1970, 1978, 1979, 1980, 1981 pg 1 and 1981 pg 2, 1982, 1983 pg 1 and 1983 pg 2, 1984 pg 1 and 1984 pg 2, 1985 pg 1 and 1985 pg 2, 1986 pg 1 and 1986 pg 2, 1987 pg 1, 1988 pg 1 and 1988 pg 2, 1989 pg 1, 1990 pg 1 and 1990 pg 2.].
December 17th 1990, the President of the Chapter informed the President of the Mississippi Federation that no one in the Chapter was willing to serve as Officers for the coming year (see ltr]. In response, Ms. Winstead (Federation President) wrote to each member of the Chapter appealing for volunteers (see ltr]. She also wrote to each National only member in the area, asking that they consider joining the Chapter (see ltr]. Receiving no response from any person contacted, she notified National on 14 January 1991 that the Chapter was being disbanded (see ltr]. Washington acted on the notification 17 January 1991, (see memo]. The members were moved to the Ocean Springs Chapter, and Singing River was dormant until reactivated in 1997.
